ensuring reliable, effective and secure law enforcement communications both tactical and wireless. Developed multiples pre-operational
communications plans and responsible for conducting operational briefings to Criminal Investigators and Law
Enforcement Officers as it relates to effective tactical and wireless communications. Maintained tactical communications in situations which exposed personnel to potentially hazardous operational, environmental and general working conditions relating to tactical communications. Extensive knowledge of the laws of evidence, the rules of criminal procedures and precedent court decisions concerning admissibility of evidence, search and seizure, policies, regulations, restrictions relating to law enforcement and related issues to effectively participate in the planning and execution of major criminal investigations.
Assessed resources required to support HSI San Juan mission through knowledge of operations and expertise with specialized equipment. Performed various operational strategies to address tactical communications requirements such as repeaters, radios keys and radio equipment. Served as an administrator in the installation and field testing of KMF (Key Management Facility) software which monitors and analyzes day-to-day KMF operations in terms of tactical security and user support requirements. As a Sector Sector Enforcement Specialist Operating out of the HSI San Juan Communications Center provide pivotal support and assistance to ICE criminal
investigators and 12 fellow Federal Law Enforcement Agencies in Puerto Rico and the Caribbean conducting criminal/civil investigations, raids, search warrants, and covert surveillance tasks to uncover suspected illegal activities in the realm of national security threats, terrorism, public safety, drug smuggling, child exploitation, cybercrimes, human trafficking, illegal arms export, immigration and financial crimes, identity/ benefit/ and commercial fraud . Respond to inbound calls of citizens and/or agencies reporting suspected threats; advise on HSI mission and citizens' legal rights. Use law enforcement screening techniques to analyze public calls by gathering intelligence via in-depth interview using established intelligence and criminal procedures, analyze and evaluate veracity of data, source reliability and credibility, and make informed decisions to transfer calls to agent on duty for further action. Pen intelligence reports and assist with case development through expertise conducting speedy research activities through automated enforcement information systems-TECS, NCIC, NLETS, EPIC, DAVD, CJIS, CCDI, NEPTUNO, Puerto Rico Gun Registry, and Intel Fusion Center. Developed logistics plan, assigned radio channels for each group of 300 law enforcement officers/agents from various local/federal agencies, resulting in the arrest of 56 suspects with no reportable officer incidents.
